Russian laws verbatim — right inside your AI assistant

Step-by-step: how to connect the federal laws database to ChatGPT, Claude Code, Codex or Cursor. Start with ChatGPT — no key and no coding needed.

Nothing to install: the server runs on mizenko.ru. All you need is a mizenko.ru account — the same as for Glossa.

What it is

An add-on for your AI assistant

Once connected, your assistant stops paraphrasing laws “from memory”: it takes the verbatim text of a provision from a database of 12,767 federal acts from pravo.gov.ru and shows where the quote comes from.

Technically, it is an MCP server. MCP is a standard way to connect an external data source to an assistant, a bit like installing an app on a phone. The server runs on mizenko.ru — nothing to download or install.

What you can ask once connected

“Give me п. 2 ст. 450 ГК verbatim” or “ч. 1 ст. 12.8 КоАП”.
“Find the insolvency law”, “127-FZ”, “the law of 27.07.2006”.
“Show the act's table of contents or a single article; what is the act's status, are there amendment notes”.

Choose where you work

ChatGPT — the simplest path: no key and no coding. → section 1.
Claude Code, Codex or Cursor — developer tools; you will need a personal key. → section 2.

1. ChatGPT (no key)

In ChatGPT connector settings, add a new MCP server.
Paste the address: https://mizenko.ru/zakony/mcp
Choose OAuth sign-in. The mizenko.ru consent screen will show the service “Russian laws (zakony)”.
Sign in with your email and password and approve access: one mizenko.ru account for Glossa, Russian Laws and Supreme Court Practice (register if you have no account).
Done. Go to “Check”.

ChatGPT needs no personal key — do not put it in the client ID / secret fields. Add zakony as a separate connector.

2. Claude Code, Codex, Cursor

Step 0. Get your personal key

The key is a password the server uses to recognise you. It is shared between zakony and Glossa.

Sign in to the mizenko.ru cabinet (or register) and create a key in the “Keys” tab.
Copy the key and save it in your password manager: it is not shown again after you leave the page.

⚠️ Never share the key, and keep configuration files containing it out of shared Git repositories.

Claude Code

Open a terminal (on a Mac, the Terminal app).
Paste the two lines below, replacing the quoted text with your key, and press Enter. The first line stores the key in the ZAKONY_TOKEN variable, the second connects the zakony server to Claude Code.
In Claude Code, type /mcp — the zakony server should be listed. Then send the prompt from “Check”.

The command contains your personal key and may be saved in terminal history. Do not share it.

Codex

Store the key in the ZAKONY_TOKEN variable — with the same export line as in the Claude Code instructions.
Open ~/.codex/config.toml (the .codex folder in your home folder). Create it if it does not exist.
Append the block below. Codex reads the key from ZAKONY_TOKEN, so the file itself contains no secret.
Fully quit and reopen Codex. Check the server with codex mcp list.

Cursor

Open ~/.cursor/mcp.json (the .cursor folder in your home folder). Create it if it does not exist.
Paste the block below. If the file already has mcpServers, add only the "zakony": {…} part inside it. Replace YOUR_ZAKONY_TOKEN with your key.
Save the file and restart Cursor. In Agent mode, allow the zakony tools.

Check

Send your assistant:

Call zakony_status and show the corpus contents.
Then read the exact text of п. 2 ст. 450 ГК
and cite the act and the provision status.

It works if the chat shows zakony tool calls and the answer includes the provision quoted verbatim and the act's details.

Troubleshooting

Error 401 (Unauthorized): The server rejected the key. Check that the key is complete, there is a space after Bearer and the URL is full. If you signed in on the key page again, the old key is disabled — get a new one and update your settings.
Error 429 (Too Many Requests): Too many requests in a row. Wait for the Retry-After interval and try again.
ChatGPT: sign-in request expired: Start the connection again from ChatGPT.
The assistant replies without quotes: Check that zakony and its tools are enabled, and ask explicitly: “use zakony”. Only verbatim text from server responses may be quoted.

What is included and what is not

The corpus is 12,767 acts: the Constitution, codes, federal constitutional and federal laws, and laws of Russia, the RSFSR and the USSR. By-laws and regional legislation are not included.
The source is the official legal information portal pravo.gov.ru, snapshot of 01.10.2026. This is not official publication: no edition history is kept.
Check whether a provision is current for your case separately: the snapshot is fixed at its date, and amendment notes do not replace verification against official sources.
The server returns verbatim text, but interpretation and legal conclusions remain with the lawyer.
